§ 60-53. Declaration of public convenience and necessity prerequisite to issuance.

  • (a)

    No license shall be issued under this article unless the president and board of trustees, after a hearing, shall, by resolution, declare that public convenience and necessity require the proposed taxicab service for which application for a license is made.

    (b)

    In determining whether public convenience and necessity require the proposed taxicab service, the president and board of trustees shall take into consideration whether the demand of public convenience and necessity require such proposed or such additional taxicab service within the village; the financial responsibility of the applicant; the number, kind and type of equipment and the color scheme to be used by the applicant; the increased traffic congestion and demand for parking spaces on the streets of the village which may result, and whether the safe use of the streets by the public, both vehicular and pedestrian, will be preserved by the granting of such license, and such other relevant facts as the president and board of trustees deem advisable or necessary.
